Church and condoms have nothing to do with HIV spreading

There are those who come up with theories that the Catholic Church position on the condoms issue and the rise of conservative views in the world are responsible or may be responsible for the rise of AIDS in the countries more affected by the disease.
Does anyone believe that in any Catholic country if the Church says: “do not use condoms”, anyone will follow? “Yes”, some may say “because people in those countries are extremely religious and ignorant”, well, if this is true then they will follow the sex after marriage advice and the no adultery commandment; they will also by that point of view seek chastity in any case. The mentioned moral points are strongly emphasized by the Church.
When we look to the maps showing AIDS proliferation we see it hits harder the underdeveloped countries, the more developed a country is the lesser the number of AIDS per person. This is so because with economic development comes cultural development.
So shouldn’t we say instead that the biggest and surest way to fight AIDS is to promote economic development? Of course the economy can’t be made to grow and we know that helping funds are actually an enemy to that development, but we also know that world economic development works like a train, so the more economically developed countries at the head of that train should see as a moral obligation to let their economies grow, also, so that others can fully share of the fruits of economic growth in richer countries we should fight with all our might to promote free market policies in the world.

Where you read "economical developed countrries" you should read "economically developed" for some reason that overwhelms me I can't correct it.
